Gurría, a déclaré que des régions prospères et innovatrices, des métropoles dynamiques et solidaires, des territoires ruraux actifs, sont les pièces maîtresses d’une économie mondiale plus forte, plus saine et plus juste. En France comme dans d'autres pays de l'OCDE, améliorer la coordination entre les niveaux de gouvernement reste une condition cruciale de l’efficacité des politiques nationales.

The OECD has found a number of lessons taken from country experiences that may be useful as each country grapples with its own – often unsustainable – fiscal position.

The review explores the potential for enhanced innovation and entrepreneurship and provides recommendations to strengthen Sweden’s regional development strategies through improved governance mechanisms, both regionally and across levels of government.

On 12-13 January the Mexican Ministry of Economy (Secretaria de Economia), and OECD’s Regulatory Policy Division organised a Forum on Regulatory Reform. The event aimed at raising awareness of the regulatory challenges for Mexico and discussing ideas and international reform experiences. During the forum, the Mexican President, Felipe Calderon, announced a general regulatory review to be conducted by the federal government to eliminate unnecessary burdens and simplify the interactions between the government and citizens and businesses.

The 2008 E-Leaders Conference brought together senior government officials responsible for e-government from OECD countries to discuss the role of e-government in 2020, the impact of e-government on economic development and the creation of an agenda for e-government and public sector delivery. The event was organised in co-operation with The Netherlands's Ministry of the Interior and Kingdgom Relations.

A two-day seminar entitled "Public-private Partnerships: Affordability, Value for Money and the PPP Process" was held in Zürich, Switzerland, 21-22 February 2008. The overall focus was on sharing practical experience of how countries organise the PPP process and handle the often complex issues that governments face when using PPPs. Particular issues included affordability, risk sharing, value for money, budgeting and accounting for PPPs, and the institutional and regulatory aspects.

The seminar was jointly organised by the OECD and the Spanish Secretariat of State for Finance and Budgeting, the General Control of State Administration, the Secretariat General of Budget and Expenditure, and the Direction General of Budgets.

At an international roundtable meeting in Beijing, senior officials of the Chinese Central Leading Group for Financial and Economic Affairs and of Chongqing Municipality, as well as experts from the German GTZ exchanged views with the OECD Territorial Development Policy Committee. This third roundtable in China, which took place on 10 November 2007, dealt with the development strategy of Chongqing, one of China’s four provincial-level municipalities and an economic centre for the development of the country’s west. Participants also discussed an OECD paper on Chongqing's development strategy.

At this occasion, Mr. Barry Anderson, Head of the Budgeting and Public Expenditures Division, OECD made a presentation on the experiences with legislative budget offices.

This event brought together for the first time at the international level senior experts from executive and legislative branches in charge of legislation and policy on lobbying. Participants reviewed approaches and options for regulating lobbying in different socio-political and administrative contexts and provided directions on developing principles on transparency and accountability in lobbying. By providing concrete options for regulating lobbying when it reaches the political agenda, these principles will become a critical instrument for policy-makers.

The international conference on "What Policies for Globalising Cities? Rethinking the Urban Policy Agenda", co-organised by the OECD and the Spanish authorities, will be held 29-30 March 2007 at the Municipal Congress Hall, in Campo de las Naciones, Madrid. It will bring together government leaders, policy makers and practitioners to examine urban policy in the context of globalisation and the growing challenges for cities.
