Most OECD countries have made policies to reduce administrative burdens – cutting red tape – a political priority. Red tape is particularly burdensome to smaller companies and may inhibit entrepreneurship. These effects are more costly in global markets, where competitiveness can be affected by the efficiency of the domestic regulatory and administrative environment. But citizens and large firms also complain about unnecessary reporting requirements. Results are wanted.

The OECD Journal on Budgeting, Volume 6, Number 2 (2006) contains selected case studies and papers based on presentations at the annual CABRI budget reform seminars in 2004 and 2005. One of the aims of the Collaborative Africa Budget Reform Initiative is to contribute to a common African resource base for African officials on public financial management in Africa. Co-operation between CABRI and the OECD network of Senior Budget Officials draws on contributions by the SBO at the CABRI seminars and through insights on how a senior budget officials network can operate.

The international conference on "What Policies for Globalising Cities? Rethinking the Urban Policy Agenda", co-organised by the OECD and the Spanish authorities, will be held 29-30 March 2007 at the Municipal Congress Hall, in Campo de las Naciones, Madrid. It will bring together government leaders, policy makers and practitioners to examine urban policy in the context of globalisation and the growing challenges for cities.

The Central American economic integration process, which dates back to the 1950s, entered a new era in 2001 with the launching of the Puebla Panama Plan. This plan helped shift the focus to the greater “Mesoamerican region” (MAR), which includes the seven Central American countries plus the nine southeastern states of Mexico. In this context, the OECD Territorial Review of the Mesoamerican Region marks two major firsts: a comprehensive regional development study of the entire Mesoamerican region and the OECD’s first ever multi-national territorial review.

This report shows how governance impacts on public action by looking at different policy sectors, such as agriculture, higher education, labour market and social protection, foreign investment, environment protection, collection of statistics, protection of intellectual property rights, banking and tax collection. The study also takes stock of the progress made in public management and public finance and explores policy options for the future.

The OECD will shortly publish two new reports on aspects of China’s economy and on public and private governance in China, as part of a series of studies conducted by the OECD in co-operation with the Chinese government under a programme launched in 1995.

Based on a comprehensive, cross-disciplinary stocktaking of lessons learned from 20 country reviews between 1998 and 2004, the OECD brought the 1997 principles for regulatory reform into the 21st century. The 2005 Principles for regulatory quality and performance promote a dynamic, ongoing, whole-of-government approach. Issues receiving attention include: policy coherence and multi-level coordination; ex ante assessment of proposals for policy; competition policy for network utilities that meet public needs; market openness; and risk awareness.
