Beyond Borders: The OECD Database on the Foreign-Born and Expatriates

In July 2003 the OECD launched a data collection in collaboration with national statistical offices of OECD countries, to obtain statistics on the foreign-born population for each OECD country by country of birth and educational attainment. The data were obtained in most cases from the 2000 round decennial population censuses. (Last update: November 2005)

OECD opens in Seoul, Korea, its Regional Centre on Health & Social Policy

The purpose of the Centre, which opened on 9 September in Seoul, is to promote policy dialogue between OECD and non-member economies and to provide capacity-building assistance to the non-OECD Asian economies by information-sharing and policy analysis.

This report tries to explain observed changes in fertility rates across OECD countries, with an emphasis on socio-economic considerations. It aims to extend the understanding of fertility-related behaviours in different ways: by explaining recent developments in fertility rates and their relationships to other social drivers; by developing and testing new and expanded models to explain the cross-country variation in fertility rates due to labour markets, social and fiscal policies, and individual characteristics.

Launch of a new thematic review

A new thematic review on "Reforming Sickness and Disability Policies to Improve Work Incentives" has been launched. Its goal is to reach a better understanding of the mechanisms and policies that lead a person with a health problem to withdraw from the labour market. It examines national policies to control and reduce the inflow into sickness and disability benefit programmes, and to assist those beneficiaries who want to reintegrate the labour market. The first round of the review, covering Norway, Poland and Switzerland, has started in June 2005.

EC-OECD Seminar on Human Capital and Labour Market Performance: Evidence and Policy Challenges

There is increasing recognition of the importance of human capital for economic growth and labour market performance. To adapt to rapid technological change, workers’ skills and competencies need to be upgraded continuously. More importantly, investing in human capital throughout the career is essential in the face of population ageing. Indeed, this is one way of making it possible for workers to lengthen their working lives, in line with improvements in longevity. Yet, there is little agreement on the nature of the policies that will upgrade workers’ skills effectively.

Efforts to support older persons remaining in their home are key to meet the care needs of ageing populations. Flexibility and choice can help this process. This working paper reviews how countries are implementing choice, including payments for informal care, and clarifies how such arrangements can improve care outcomes, employment and fiscal sustainability.
