The public consultation of the draft text of the Guidelines on the Licensing of Pension Entities was closed on 5 October 2007. After consideration of the comments received by the IOPS and the OECD Working Party on Private Pensions, the results of the public consultation are now available.

After taking into consideration comments and updates received during the public consultation held between 26 June and 1 September 2007, the OECD will release `Good Practices for Enhanced Risk Awareness and Education on Insurance Issues’ and a background report in 2008.

To eliminate barriers to competition, governments can use the approach developed in the OECD’s new Competition Assessment Toolkit. The Toolkit is a method for identifying unnecessary restraints on market activities and developing alternative, less restrictive measures that still achieve government policy objectives. It draws on experiences of many OECD jurisdictions and will evolve based on feedback from ongoing country experiences.

The OECD Working Group on Bribery has serious concerns about Turkey's implementation of the OECD Anti-Bribery Convention. Turkey, a Party to the Convention since 2000, has yet to implement key elements of the Convention, including introducing corporate liability for the bribery of foreign public officials and effectively enforcing its foreign bribery offence.

Brazil should rapidly amend its legislation to make companies directly liable for the payment of bribes to foreign public officials, and to ensure that effective, proportionate and dissuasive sanctions are applicable, according to a new report by the OECD Working Group on Bribery.

It also includes recent features about sovereign and public pension reserve funds, which are becoming a key financing element of pension systems.

Financial crisis: Save our savings
Amid the worst current financial crisis since the 1930s, EU leaders have pledged to protect savers’ deposits. Already most OECD countries have explicit deposit insurance schemes for savings up to certain limits. In a number of countries these have now been raised temporarily.
