This roundtable focused on how competition authorities can provide businesses with effective guidance on monopolization and abuse of dominance. While some uncertainty over the reach of rules prohibiting anticompetitive unilateral conduct is inevitable, authorities responsible for the enforcement of antitrust laws must strive to provide as much transparency as possible as to their enforcement policies so that businesses can plan and invest with some predictability.

As ongoing corporate bribery investigations and scandals make headlines around the world, Transparency International (TI) has published a working paper on the OECD’s Guidelines for Multinational Enterprises, a set of social, labour, environmental and anti-corruption standards for transnational companies. This working paper explains the Guidelines and their relevance in fighting corruption in the private sector. Case studies illustrate recent instances when civil society has filed complaints in different countries related to bribery and other violations.

Many delegates to the Competition Committee have expressed a wish to see increased coordination of capacity building activities worldwide. Sharing basic information is a good starting point. To this end, a "Calendar of Global Capacity Building Events in 2008/2009" has been compiled in close cooperation with OECD members and observers at the Competition Committee as well as international organisations. The Calendar will be regularly updated on the basis of the information provided to the OECD.

This second meeting focused on the role of the board and the relations with stakeholders (two chapters of the OECD guidelines on corporate governance of state owned enterprises, namely the responsibilities of the boards and relations with stakeholders in chapters VI and IV).

This meeting also provided an opportunity to discuss the OECD’s recent Global Network meeting on transparency and accountability, which was instrumental in the finalisation of the OECD’s Implementation Guide to Ensure Accountability and Transparency in State Ownership.
