Mokoro and the Chartered Institute of Public Finance and Accountancy (CIPFA) drafted a stocktake paper which identifies and analyses donor approaches to managing risks when using country systems, the range of benefits from using country systems recognized by donors and the different types of relationships between risks and benefits recognized by donors. The stocktake was commissioned by DFID to feed into the Joint Venture on Public Financial Management’s report on the Use of Country Systems in Public Financial Management. The establishment of effective and durable public services is a first priority in situations of fragility and conflict. This report is based on the work that the DAC Fragile States Group conducted in 2005-2007. It provides an understanding of the mutual influence of state fragility and service delivery and offers guidance to strengthen service provision and governance in these states.

The Synthesis and the individual partner country and donor agency studies are all posted on the homepage of the DAC Network on Development Evaluation. This report is an early evaluation and focuses on ways of improving and enhancing implementation, rather than giving any definite judgement about effectiveness. The findings of the report will be presented at the Third High Level Forum on Aid Effectiveness in Accra in September 2008.

Luxembourg is a generous and committed donor. Its aid rose in real terms by almost 12% from 2006 (constant USD 291 million) and 2007 (constant USD 325 million) to 0.90% of its GNI, making Luxembourg the third most generous donor in percentage terms.

The main objective of the assessment was to test the methodology as a tool for assessing the quality of a country procurement system in terms of its effectiveness and efficiency which developing countries and development partners can use to assess quality and effectiveness of national procurement systems. The assessment was intended to provide the basis for formulating capacity development plans to improve the procurement system.

At the High Level Meeting of the OECD’s Development Assistance Committee in Paris, development ministers from donor countries have agreed to untie aid to Bolivia, Cameroon, Côte d’Ivoire, Ghana, Guyana, Honduras, Nicaragua, and Republic of Congo. In total, all 39 Highly Indebted Poor Countries will now receive untied aid and will be able to buy goods and services locally at the best price.
