Trade can be a powerful engine for economic growth and poverty reduction. However, the growth potential of trade may not always be realized. While most trade reforms had a positive impact, some trade reforms proved unsustainable and others did not have a meaningful impact on growth. This paper discusses the various reasons for these outcomes in order to draw the lessons for the design of Aid for Trade and increase its effectiveness. Read the working paper.

The international community has continued to mobilise new aid-for-trade resources. In 2008 commitments totaled USD 41.7 billion, a 35% increase in real terms from 2007, and an increase of 62% from the 2002-05 baseline. The scale of the rise was such that aid for trade now reaches 37% of sector allocable ODA, up from 32% in 2007.

Joint meeting of the DAC and the Working Party of the Trade Committee on Aid for Trade held on 7 June

Members of the DAC and the Working Party of the Trade Committee as well as representatives from the African Development Bank, the Inter-American Development Bank, ILO, UNDP, UNIDO, the World Bank and WTO met in OECD on 7 June to discuss ongoing OECD work on improving the effectiveness of aid for trade. For the first time the joint meeting was joined by Ambassador Erwidodo of Indonesia, the Chair of the WTO Committee on Trade and Development.

There will be strong pressure to account for the results of the massive aid efforts currently underway in Haiti. Evaluation of the earthquake recovery efforts, if done right, can contribute to learning and support accountability for the results on the ground. The DAC Network on Development Evaluation has joined forces with the UNEG, and the ALNAP to ensure a coherent approach to evaluation in Haiti. Interested partners are invited to join this effort at a meeting in London, 18 – 19 May 2010.

The DAC Quality Standards for Development Evaluation provide a guide to good practice in development evaluation. They are intended to improve the quality of evaluation processes and products and to facilitate collaboration. Built through international consensus, the Standards outline the key quality dimensions for each phase of a typical evaluation process: defining purpose, planning, designing, implementing, reporting, and learning from and using evaluation results.
