All countries need to trade, with their neighbours and globally, to sustain long-term economic growth. Some low-income countries lack the instutitions, infrastructure and supply-side capacity to benefit from open markets and lift their people out of poverty.

Volume 2 of the 2008 Survey on Monitoring the Paris Declaration includes a detailed analysis for each of the 55 countries that undertook the survey. Each of the survey was managed by the national coordinator, appointed by the government, in cooperation with the local donor community.

Some of the answers can be found in this survey report which presents the results from the second-, follow-up survey on Monitoring the Paris Declaration on Aid Effectiveness. It assesses progress in 54 developing countries and helps us understand the challenges in making aid more effective in order to advance development.

Managing Aid surveys the practices of the 23 members that make up the OECD Development Assistance Committee. Ireland’s net official development assistance (ODA) was USD 1.3 billion in 2008, a 90% increase over 2003 in real terms. Ireland’s aid grew from 0.39% of gross national income in 2003 to 0.58% in 2008 during a period of exceptional national economic growth.
