"Untying aid: is it working?" is the first ever independent evaluation of DAC members policies and practices towards untying. It finds that the overall picture is positive, with important qualifications. Country partners affirm that untying is about transferring responsibility from donors to recipients. Practically, it is a matter of contracts, modalities, use of country systems and offering local business an opportunity to compete for contracts. The report concludes that there is much scope for further actions towards untying aid in genuine partnerships between donors and aid recipients.

The report explores the results of disseminating the Handbook at headquarters and in partner countries from April 2007 to April 2009, and considers its impact on implementing security system reform more broadly. In the lead-up to COP15, there have been renewed calls for developed countries to assist developing countries’ efforts to reduce their greenhouse gases emissions. Recent OECD data show that in 2007 official development assistance (ODA) targeting climate change mitigation amounted to approximately USD 3.8 billion, accounting for 0,4 percent of total bilateral ODA that year.

First global meeting of the International Dialogue on Peacebuilding and Statebuilding

The meeting will be hosted by the Government of Timor Leste in Dili. It will bring together all members of the International Dialogue and provide a forum for countries to present their peacebuilding and statebuilding experiences and the results from country consultations.

The International Public Procurement Conference (IPPC) is a meeting place for public procurement professionals and academics from all over the world, in the area of public procurement. The third IPPC will take place in Amsterdam from 28 to 30 August 2008. The conference is shaped around papers submitted by international members of the academic world as well as the world of everyday public procurement practice. About 100 papers, with a wide diversity of topics, have been submitted.
