Our policy guidance proposes a long-term cyclical approach to enhance capacity for greening development – an important missing link in efforts towards greening development. The guidance outlines several steps to building national capacity for greener planning, budgetary processes and key economic sector strategies. Although partner countries should own these processes, development assistance providers should also strengthen their own capacity to effectively support partner countries.

Though the economic crisis has forced Spain to cut public spending in the past year, including to development co-operation, its aid has almost doubled since 2003. In addition to this higher quantity, the OECD’s Review of the Development Co-operation Policies and Programmes of Spain commends the improved quality of its development co-operation programmes.

The Fourth High Level Forum on Aid Effectiveness (HLF-4, 29 November-1 December 2011, Busan, Korea) has resulted in the most inclusive agreement on global co-operation for development to date. The subjects debated at Busan ranged from the future “architecture” for development co-operation to existing − and as yet largely unmet − commitments to improve aid effectiveness. Greek official development assistance was USD 508 million, amounting to 0.17% of its national income, in 2010. By volume, this represents a 28% fall over the past 2 years. In its Review of the Development Co-operation Policies and Programmes of Greece, the DAC recognises the constraints the country is facing and makes recommendations that will help Greece build a modern aid system.

New data show that the member countries of the OECD Development Assistance Committee (DAC) allocated up to USD 22.9 billion, or 15% of total official development assistance (ODA), to climate change mitigation and adaptation in developing countries in 2010.

The Dutch Ministry of Foreign Affairs, OECD and the World Bank co-hosted on 27 April an international conference to formulate practical recommendations for policy implementation and programming by international and national actors in conflict-affected and fragile situations. The meeting was also an occasion to present the recently released World Development Report 2011: Conflict, Security and Development.

First global meeting of the International Dialogue on Peacebuilding and Statebuilding

The meeting will be hosted by the Government of Timor Leste in Dili. It will bring together all members of the International Dialogue and provide a forum for countries to present their peacebuilding and statebuilding experiences and the results from country consultations.

New OECD DAC publication on gender and security system reform (SSR), entitled "Integrating Gender Awareness and Equality" will provide practical guidance on how to integrate a gender perspective in SSR processes and address programming gaps in this area.
