Security System Reform and Governance (DAC Guidelines and Reference Series)

This new DAC publication illustrates how SSR is fundamentally important to effective conflict prevention and peace-building. An accountable and efficient security system, operating under civilian control within a democratic context, helps ensure and sustain the stability that is necessary for development to occur. The publication suggests ways to engage with partner countries to make assistance to security sector reform more effective. It is accompanied by a Policy Brief .

Miracle, Crisis and Beyond. A Synthesis of Policy Coherence Towards East Asia

What factors govern growth and sustainability? The remarkable recent development of several East Asian countries had brought this question to the fore. This volume looks at the impact of OECD country policies on the region in a variety of areas, including trade, investment, environment, agriculture, finance and aid. It examines the coherence lessons of these OECD country policies in the light of future challenges in East Asia and other developing regions. Lastly, it contributes answers to the world-wide quest for ways to reduce poverty and promote growth with equity.

The Development Effectiveness of Food Aid: Does Tying Matter?

Food aid in kind could respond to partner country needs in terms of poverty and food security if this was provided when international  prices are high and stock are low. Unfortunately, this is not the case. Furthermore, the study calculates that tied food aid costs, on average, 50 per cent more than purchasing the same food locally and 30 per cent more than buying from third countries. The study suggests that there is scope for considerable efficiency gains in switching to less restricted sourcing, which could benefit agricultural development in many low income countries.
