Stocktaking of Progress on Integrating Adaptation to Climate Change into Development Co-operation Activities

Factoring climate concerns into development projects is a pressing need for aid recipients and a sound strategy for international donors.  This report surveys 26 bilateral and 10 multilateral donors to track trends and highlight innovative approaches used by them to incorporate climate risks into their activities. The report concludes that international donors have made significant progress in recognizing the importance of climate risks in their development co-operation policies. Translating such concerns into operational practices, however, remains a difficult challenge.

OECD Review of Canadian Development Co-operation Programme

This year’s peer review of Canada’s development co-operation programme noted positive achievements including a promising whole-of-government approach to working with fragile states such as Haiti and Afghanistan, effective support to humanitarian action, a reconfirmed commitment to Africa and continued aid increases to meet commitments made in Monterrey.

OECD Review of European Community’s Development Co-operation

The European Commission, on behalf of the European Community, disbursed some USD 10 billion in official development assistance (ODA) in 2006, making it the sixth largest donor amongst the members of the OECD’s Development Assistance Committee (DAC).

OECD Review of Danish Development Co-operation Programme

Denmark, one of the world’s most generous donors, devoted USD 2.11 billion to official development assistance (ODA) in 2005, accounting for 0.81% of its gross national income (GNI). The OECD commends Denmark’s decision to maintain ODA at a minimum of 0.8% of GNI, and encourages it to continue this policy.

HMN Board selects OECD's Richard Manning as its new Chair

Development aid from OECD countries fell 5.1% in 2006

Total official development assistance (ODA) from members of the Development Assistance Committee (DAC) fell by 5.1% in 2006 to USD 103.9 billion.  This represents 0.30% of members’ combined Gross National Income.  In real terms this is the first fall in ODA since 1997, though the level is still the highest recorded with the exception of 2005.

More effort needed to reach foreign aid targets, says OECD Report

Aid donors will have to increase funding for aid programmes faster that any other public expenditure in order to fulfil their commitments to increase aid to $130 billion and double aid to Africa by 2010, says the OECD’s Development Co-operation Report. Aid funding, recently rising by 5% per year, would have to rise by 11% every year from 2008 to 2010.

OECD Review of United States Development Assistance Programmes

The OECD’s Development Assistance Committee review of U.S. aid, including humanitarian assistance, noted many changes following the events of 11 September 2001. Development is now part of the foundation of the U.S. National Security Strategy. The DAC urged that there should be more explicit focus within the Strategy on poverty reduction.

Whole of Government Approaches in Fragile States

The future of fragile and failing states have increasingly become a preoccupation of the international community. Fragile states face problems in a wide range of domains, indicating the need for a mix of actors,instruments, incentives and interventions. Political, security, economic and social spheres are interdependent: failure in one risks failure in all.  A 'whole of government approach' (WGA) to fragile states has become imperative.

This study assesses existing WGAs and lays out the rationale for using such a WGA in fragile states and addresses common challenges.
