The OECD-DAC “Principles for Good International Engagement in Fragile States and Situations” prioritise state building as the central objective of international partnerships in fragile situations. In 2007, the DAC’s Fragile States Group (FSG) initiated a workstream on state building to assist the international community arrive at a more consistent understanding of what state building means. This fact sheet summarises the FSG’s initial findings on the nature of state building in situations of fragility.

The report highlights that state building needs to be seen in the context of state formation and state-society relations. DAC invites France to continue to play its leading role

France is one of the international community’s key players in development co-operation. French Official Development Assistance was USD 9.94 billion in 2007, ranking France third among DAC member countries.

This report is based on the work that the DAC Fragile States Group conducted in 2005-2007. Luxembourg is a generous and committed donor. Its aid rose in real terms by almost 12% from 2006 (constant USD 291 million) and 2007 (constant USD 325 million) to 0.90% of its GNI, making Luxembourg the third most generous donor in percentage terms.

DAC Chair Announces Agreement to Untie Aid to More Countries

At the High Level Meeting of the OECD’s Development Assistance Committee in Paris, development ministers from donor countries have agreed to untie aid to Bolivia, Cameroon, Côte d’Ivoire, Ghana, Guyana, Honduras, Nicaragua, and Republic of Congo. In total, all 39 Highly Indebted Poor Countries will now receive untied aid and will be able to buy goods and services locally at the best price.

OECD takes up the torch of gender equality and women’s empowerment

On 21/5/08 the Swedish Minister for Development Co-operation Gunilla Carlsson presented MDG3 champion torches to the OECD’s Secretary-General, Angel Gurría, and to the Chair of the DAC, Eckhard Deutscher. The presentation was part of the Danish government’s MDG3 Global Call to Action to increase international support and investments in the achievement of gender equality and women's empowerment (MDG3). The last of 100 torches will be presented to the UN Secretary-General on 25 September.

The DAC Glossary of Key Terms in Evaluation and Results Based Management has been published in Arabic, in collaboration with the evaluation departments of the African Development Bank, the Islamic Development Bank, and the DAC Evaluation Network. The glossary is now available in thirteen languages. It is expected that the glossary will facilitate and improve dialogue and understanding among those involved in development evaluation. It should serve as a valuable reference guide in practical development work as well as in evaluation training.
