Expert Meeting “Reform of Administrative Fines for Environmental Offences in EECCA Countries” Tallinn, Estonia, 19-20 March 2009

The meeting of experts from  Eastern Europe, Caucasus and Central Asia(EECCA) and OECD countries served to exchange experiences and discuss different approaches to reforming administrative monetary penalties as a key enforcement tool in EECCA, as well the draft guidance document prepared by the EAP Task Force Secretariat .

Trading recoverable wastes: A Guidance Manual for OECD Countries

Imports and exports of waste destined for recovery between OECD countries are subject to a legal control system developed by the OECD. It allows countries to trade recoverable wastes in an environmentally safe and economically efficient manner. The Guidance Manual for the Control of Transboundary Movements of Recoverable Wastes explains the functioning of the OECD control system in detail and may assist private companies exporting or importing wastes, as well as national governments to implement this system.

This Guidance Manual assists national governments and competent authorities to implement the OECD control system for transboundary movements of wastes destined for recovery operations which is provided by OECD Council Act C(2001)107/FINAL. It also helps private companies to import and export of recoverable waste  in an environmentally sound and economically efficient manner.

Slide shows and videos are available which guide the user in a step-by-step manner through a number of representative workflows with the Toolbox. This material can be freely used for training purposes.
