The explosive increase in the use of the Internet and communications technologies has brought with it a number of new opportunities, but has also created new threats and vulnerabilities. The report describes the rise in cyber-threats in OECD countries, and what the implications may be for public policy and ultimately for society. A number of policy responses are suggested. The study has been produced within the framework of the OECD Futures Project on Risk Management Policies.

Floods have taken large human and economic tolls in the last decades. Although industrial facilities are often located in flood plains, the combined impact of floods and industrial accidents is not always taken into account in risk management systems. The report looks at the possible co-occurrence of these two hazards in Italy and which measures are taken by Italian authorities in t his regards. The study has been produced within the framework of the OECD Futures Project on Risk Management Policies.

Space, and man's relationship to it, has captured the human imagination for centuries. During the 20th century, dreams of space exploration became reality, and now dozens of countries, in particular in the OECD area, devote major resources to space programes. But is this money well spent? Can we use space to find solutions to Earth's probelms? How can space help tacke major social challenges? Are space solutions cost-effective? Do space activities have a promising future? Why are framework conditions so important? How to improve space's contribution to society?

We have just launched a new “Codes Archive”. The archive, which can be found at www.biosecuritycodes.org/codes_archive.htm, lists over 20 guidelines, principles and codes from 10 different countries and international organizations that are directly relevant to biosecurity. The website has evolved a great deal since its launch in June, and has received a lot of attention in the biosecurity community. Detailed information is now available and more is being sought. In order to assist the governments of the Member countries in identifying the challenges of managing risks in the 21st century, the OECD launched in 2003 a series of country studies and reviews of risk management through the OECD Futures Project on Risk Management Policies. In 2005, in the framework of the Project, the OECD conducted an innovative review of information security management policies in Norway. The OECD Futures Project on Emerging Systemic Risks was a two year project (2000-2002) conducted within the framework of the OECD International Futures Programme (IFP), under the supervision of a Steering Group composed of the representatives of 19 governmental departments, 7 corporations and 3 international organisations. It led to the publication of "Emerging Risks in the 21st Century: An Agenda for Action ", a cross-sectoral analysis of risk management issues in the 21st Century.

This pilot project is gathering OECD Member Countries willing to share their experiences in addressing major risks. It has been launched in October-November 2003 as a follow-up to the OECD Futures Project on Emerging Systemic Risks, which identified the most pressing challenges in risk management that OECD countries are expected to face in the twenty-first century.
