This working paper presents the second edition of the technical guidelines used in the framework of the Careers of Doctorate Holders (CDH) project. It builds on the experience from the first large-scale data collection, which was based on the first edition of the technical guidelines released in 2007. In addition to a number of basic adjustments, it proposes new ways to measure post-doctoral positions and types of mobility, including international mobility.

The recently adopted OECD Recommendation provides guidance on the establishment, management, governance, operation, access, use and discontinuation of HBGRDs. It has been developed to aid policymakers and practitioners who are establishing new HBGRDs, although many of the principles and best practices can also be usefully applied to HBGRDs already in existence.

Policymakers increasingly encounter problems that involve systems composed of very large numbers of diverse interacting parts, prone to surprising, large-scale, seemingly uncontrollable, behaviours. These are what scientists call complex systems. An exciting new field, complexity science has emerged, devoted to understanding, predicting, and influencing the behaviours of complex systems. This report explores the proposition that the insights achieved through scientific analysis can be used to design and implement better governmental policies, programmes, regulations, and infrastructures.
