Policymakers increasingly encounter problems that involve systems composed of very large numbers of diverse interacting parts, prone to surprising, large-scale, seemingly uncontrollable, behaviours. These are what scientists call complex systems. An exciting new field, complexity science has emerged, devoted to understanding, predicting, and influencing the behaviours of complex systems. This report explores the proposition that the insights achieved through scientific analysis can be used to design and implement better governmental policies, programmes, regulations, and infrastructures.

Is the ICT industry recovering? Global production and trade of information and communications technology goods turned up sharply in May and June – and ICTs may be among the first of crisis-stricken industries to start growing again, according to a new OECD report. After plunging 30-40% earlier this year, Asian production is now showing month-to-month improvement and China is up nearly 3% year-on-year.

Participants at this meeting considered in depth the impact of the current economic crisis on the world shipbuilding industry. As well as the OECD members, the meeting was attended by Romania as a full participant, and Brazil, China, Russia, Chinese Taipei and Ukraine as ad-hoc observers. Together, the participants accounted for around 95% of world shipbuilding production in 2008.

Synthetic biology is a transformative set of technologies which offer great opportunities for the construction of bioengineered parts, devices and microorganisms. However, achieving the rewards offered by synthetic biology will require addressing a range of social, economic, ethical, and legal issues as well as overcoming scientific and technical challenges. Given the enormous promise of synthetic biology, it is critical to develop a framework and to engage the public in an informed dialogue.
