National consultations have been held in all 13 countries and territories participating in the 2011 integrated monitoring surveys for the Paris Declaration and the Principles for Good International Engagement in Fragile States and Situations. The consultations were all organised by host governments with support from UNDP and other international actors. They brought together national and international stakeholders to reflect on ways to enhance international engagement in these countries.

International engagement in fragile and transitional contexts presents significant risks for donors and implementing partners but holds the potential for even higher rewards in terms of improved results and outcomes. Importantly, the risks of failing to engage in these contexts outweigh most of the risks of engagement. "Aid risks in fragile and transitional contexts" reviews donor approaches to risk management and recommends actions to improve donor behaviour and approaches to risk.

The President of Timor–Leste, José Ramos-Horta, spoke on behalf of the g7+ at the UN General Assembly. The g7+ is an independent and autonomous forum of fragile and conflict-affected countries and regions. Representatives of g7+ countries met in the margins of the MDG Review Summit to present a unified voice on the importance of addressing conflict and fragility in order to achieve the MDGs.

No conflict-affected or fragile state has achieved a single MDG and these countries account for three quarters of the total MDG deficit. A side-event was held at the MDG Review Summit on 20 September to raise awareness about the role conflict, fragility and armed violence play in impeding MDG progress.

The 2010 Annual Report on Resource Flows to Fragile States serves as a tool to better monitor the levels, timing and composition of resource flows to fragile states, and presents salient facts on aid flows to fragile states, the impact on fragile states of the three crises and the need for a whole-of-government response.

A group of 12 countries met in Accra on 19-20 July 2010 to reflect on their MDG performance and articulate priorities for accelerating progress toward the Millennium Development Goals in preparation for the MDG Summit in September. Participants endorsed the Accra Declaration on achieving the MDGs in crisis settings.

The Dutch Ministry of Foreign Affairs, OECD and the World Bank co-hosted on 27 April an international conference to formulate practical recommendations for policy implementation and programming by international and national actors in conflict-affected and fragile situations. The meeting was also an occasion to present the recently released World Development Report 2011: Conflict, Security and Development.

First global meeting of the International Dialogue on Peacebuilding and Statebuilding
from 08-Apr-2010 to 10-Apr-2010
The meeting will be hosted by the Government of Timor Leste in Dili. It will bring together all members of the International Dialogue and provide a forum for countries to present their peacebuilding and statebuilding experiences and the results from country consultations.
