The Report on the Use of Country Systems in Public Financial Management is part of the Joint Venture’s ongoing work on facilitating the implementation of the Paris Declaration (2005) as it relates to PFM. The report takes stock of progress  on using country systems in PFM and outlines recommendations on how best to achieve the 2010 targets as set out in the Paris Declaration and as we move to the Accra High Level Forum on Aid Effectiveness and beyond.

Ce document présente l’expérience de 22 pays d’Afrique, d’Amérique latine et d’Asie et les enseignements qu’ils ont tirés de l’application de la Méthodologie d’évaluation des régimes nationaux de passation des marchés proposée par l’Activité conjointe du CAD-OCDE sur la passation des marchés. La Méthodologie a été mise au point et jugée apte à être testée sur le terrain en 2006 comme un outil visant à faciliter la réalisation des objectifs de la Déclaration de Paris et à promouvoir le renforcement des systèmes de passation des marchés.

OECD calls for Aid Pledge from donor countries

The Secretary-General of OECD, Angel Gurría, and the Chair of OECD’s Development Assistance Committee, Eckhard Deutscher, have issued a call to the world’s main aid donor countries to stand by their development pledges despite the economic slowdown. “Unless we act decisively now, we may not be able to prevent the financial crisis from generating an aid crisis,” Mr Gurría and Mr Deutscher warn.

DACnews September 2008: from Accra to Action

Stock take on donor approaches to managing risks when using country systems - May 2008

Mokoro and the Chartered Institute of Public Finance and Accountancy (CIPFA) drafted a stocktake paper which identifies and analyses donor approaches to managing risks when using country systems, the range of benefits from using country systems recognized by donors and the different types of relationships between risks and benefits recognized by donors. The stocktake was commissioned by DFID to feed into the Joint Venture on Public Financial Management’s report on the Use of Country Systems in Public Financial Management.
