The brain never loses its capacity to learn, according to a new publication from the OECD. Contrary to the myth that “everything important about the brain is decided by the age of three,” Understanding the Brain: The Birth of a Learning Science suggests not only that learning never stops - especially if actively pursued - but that it physically transforms the brain.

With short-term prospects somewhat brighter, and budgetary prospects improved, this year’s Survey looks at some long term challenges. The performance of policies for education and those for poverty and social exclusion is satisfactory or better in many areas, but cost-effectiveness can be improved and more focus on employment is needed. Policy has begun to prepare for the economic impact of population ageing, but there is no room to relax in seeking to contain fiscal costs and to increase employment among older workers.

Migration to OECD countries continues to rise, according to the latest edition of the OECD’s annual report on migration movements and policies, International Migration Outlook 2007. About four million new immigrants entered OECD countries on a permanent basis in 2005, an increase of 10% from 2004.
