It is important to analyse which factors contribute to better achievement of policy coherence for development (PCD) and what constitute the major challenges. Better understanding of the conditions needed for the success of PCD helps to draw strategic lessons for future work. Policy coherence for development has been an integral part of the DAC peer reviews since 2002. This report synthesises the PCD results of DAC peer reviews up until 2007. The fishing sector is a key concern in conserving our common but scarce global resources. It is vital for millions of people in developing countries, providing livelihoods, nutrition and protein, especially to the poorest. It is also a reserve of wealth for economic growth and development. The mismanagement, degradation and over-exploitation of many fish stocks throughout the world are of paramount concern.

Agriculture plays a central role in economic growth and poverty reduction in developing countries. Although aid remains an important driver for development, including rural development, mutually supportive policies across a wide range of economic, social and environmental issues are needed to support development and poverty reduction.

This report presents outcomes of a study, conducted by the OECD Fisheries Policies Division, in partnership with the SWAC and ENDA Diapol/REPAO, which takes a developing country perspective on the issue of policy coherence in fisheries. The aim of the study is to apply the OECD policy coherence for development analytical framework to the fisheries situation within a regional African context.

Almost 300 participants from Europe, Africa, the Caribbean and the Asia-Pacific region stressed that the financial and economic crisis reinforces the urgent need for comprehensive migration policies with a global approach. There was concurrence that well-managed labour migration can be advantageous for destination countries and bring significant benefits to origin countries thus contributing to poverty reduction. Participants called upon governments to develop coherent migration policies that take into account the development needs of both origin and receiving countries.

As part of its efforts to promote coherent policies for development, the OECD is organising a workshop on how issues beyond aid policies impact development. Conference will address issues related to internet, innovation and development outcomes as well as the nexus between migration policies and development.

This Forum sought to build support for an agenda to radically improve the availability of medicines for neglected and emerging infectious diseases that primarily affect the developing world. Participants included OECD Secretary General Angel Gurría, high level policymakers from the aid, health and scientific communities from OECD Member countries and developing countries, as well as private sector representatives.
