The World Bank has launched an Aid Effectiveness Review 2006 coordinated with the 2006 Survey on Monitoring the Paris Declaration. This review will contribute to the monitoring of the Paris Declaration on Aid Effectiveness and establish the 2006 baseline for indicators 1 and 11. It will provide a qualitative assessment of progress for the other 10 Paris Indicators. Individual country profiles, that form the backbone of this review, are posted on the website. Comments are welcome before August 15, 2006.

The 2006 Survey on Monitoring the Paris Declaration, officially launched on 2 May 2006, was designed in order to establish an intial and comprehensive baseline against which to monitor progress on the 12 indicators agreed in Paris.

Certain developing countries have already confirmed their participation in the 2006 Survey on Monitoring the Paris Declaration. Governments of countries wishing to take part in the survey are invited to send an email to the Secretariat (simon.mizrahi@oecd.org) and provide the name of the National Coordinator. The scope of this study is to assess the importance of incentive systems internal to aid agencies in their efforts to deliver on the commitments made in the Rome Declaration on Harmonisation. It looks at different factors which influence individual and collective behaviour in aid agencies, and discusses whether these work for or against the adoption of harmonised practices and of the new paradigm in development cooperation based on donor coordination and country ownership.
