The OECD Development Centre, the African Development Bank and the UN Economic Commission for Africa gathered experts in Paris to discuss public resource mobilization and its role in reducing Africa’s dependence on external financial flows especially aid. Academics, development practitioners and experts from Africa and OECD used the December 14th meeting to debate the extent and sustainability of taxation’s contribution to Africa’s development. The discussions will provide inputs to the 2010 African Economic Outlook, which will be launched in May in Abidjan, Côte d’Ivoire.

The Centre is pleased to announce that the African Economic Outlook, one of the OECD Development Centre’s flagship reports, won the Best in Class Interactive Media Award (IMA) for its website with an overall score of 500. This is the first perfect score in the history of IMA.

The African Economic Outlook 2009 found Africa strengthening trade and development relations with emerging market economies including Brazil, China and India. A new Development Centre study, "Policy Ownership and Aid Conditionality in the Light of the Financial Crisis", discusses how all aid recipient countries should exploit the arrival of these and other new donors to demand fewer conditions on aid and adopt a more proactive approach to donors relations. For donors, the case is made that a more ‘arms-length’ relationship with recipient countries would be beneficial.

The 2009 edition of the African Economic Outlook (AEO) covers 47 African countries, up from 35 last year. The report finds the region gravely affected by the global economic downturn. Following half a decade of above 5 per cent economic growth, the continent can expect only 2.8 per cent in 2009, less than half of the 5.7 per cent expected before the crisis.

After half a decade at over 5%, Africa’s growth rate is projected to halve from the 5.7 per cent estimated for 2008 to 2.8 per cent in 2009, according to the 2009 African Economic Outlook (AEO).

Le Centre de développement de l'OCDE réalisera une étude sur la mobilisation des ressources domestiques

Le bureau Afrique et Moyen-Orient du centre de développement de l'OCDE entreprendra une étude qui traitera des stratégies que peuvent adopter les Etats africains pour un usage plus effectif de la mobilisation des ressources domestiques (MRD). La MRD sera cruciale pour compenser les déficits de finances publics engendrés par la chute actuelle de l’activité économique globale et l'effondrement des cours des matières premières. L'étude est financée par le Ministère italien des Affaires Étrangères et servira de référence au gouvernement Italien en vue de la préparation du sommet du G8 de 2009.

OECD Development Centre to produce domestic resource mobilization study

The Africa and Middle East Desk of the OECD Development Centre is undertaking a study on how African states can more effectively mobilise domestic resources. Save the Date: 9th International Economic Forum on Africa scheduled for June 5th

Registration is now open for the annual Africa forum co-organized by the OECD Development Centre, the African Development Bank and the UN Economic Commission. The largest public debate on Africa held in France, the meeting will take place at the French Ministry of the Economy, Industry and Employment in Paris. This year, government officials and private sector representatives will examine the continent’s economic performance and its relationship to information and communication technologies (ICTs).

OECD Development Centre Economist Federica Marzo and Head of Publications and Media Colm Foy travelled to Jerusalem for the "Israel and the African Green Revolution" conference at the Israel Ministry of Foreign Affairs. At the meeting, Marzo discussed the findings of the 2008 African Economic Outlook and their implications for the continent's agricultural sector. Israel is one of three new members of the Development Centre and the conference provided an opportunity to strengthen the growing relationship between the Centre, government, local researchers and experts.

The OECD Development Centre and the African Development Bank hosted the most successful International Forum on African Perspectives to date on Friday June 27, 2008 at the French Ministry of Economy, Finance and Employment. People working on and passionate about Africa’s future came out in record numbers (over 500) to listen to rich discussions and exchange with panelists.

The side event “Measuring the Pulse of Africa: the African Economic Outlook” was co-organised by the OECD Development Centre and the African Development Bank at the invitation of the Portuguese Institute for Development Cooperation (IPAD).
