The higher education sector in The Netherlands offers excellent examples of what it means to be innovative and entrepreneurial, and promote entrepreneurial mind sets, entrepreneurship and knowledge exchange. Creating value from academic knowledge through innovative services, products, processes and business models that meet economic, social and environmental needs lies at the core of this strategy. The current challenge is to strenghten the anchoring of value-creation processes in education and research. This can be achieved through increased interdisciplinarity, entrepreneurial mindset development across all subject areas, incentives for effective wider world engagement of researchers and students, and growth-oriented support for startups. This report presents an in-depth analysis of the policy framework and institutional practices and provides useful guidance for policy makers and university leaders across the world. HEInnovate is a joint initiative of the European Commission and the OECD to promote the innovative and entrepreneurial higher education institution.
In Amsterdam, the Netherlands, 51.66% of the population was born outside of the country or has at least one parent born abroad. Amsterdam is proud of its cultural and ethnical diversity and actively works to attract international students and high-skilled migrants. Like many European cities, Amsterdam experienced a peak in refugees and asylum seekers arrivals in 2015 and in response has implemented a holistic integration model, which starts at the moment migrants arrive and supports them for their first three years. Migrants are not considered as a minority group with different needs, but rather as one group among others with specific characteristics (such as women, the elderly, the disabled, LGBT) whose outcomes are monitored to identify potential structural gaps in their access to opportunities and services. This work compiles data and qualitative evidence on how local actions for integration, across a number of sectors, are being designed and implemented by the City of Amsterdam and its partners within a multi-level governance framework.
Amsterdam is a dynamic and growing metropolitan area that faces significant land-use pressures. Renowned for its tradition of collaborative planning, the city and its metropolitan partners must adapt to new conditions. Ongoing population growth is creating demand for housing and commercial space, and the new National Environment and Planning Act is challenging planners to adopt more flexible, responsive and integrated land-use management practices. This study examines the social, economic and environmental conditions affecting the area’s spatial development as well as the plans, policies and institutions that govern how land is used. The study offers recommendations on how the city and its metropolitan partners can best respond to emerging challenges and meet their ambitious goals for sustainable and inclusive spatial development.
This report examines the Netherland’s new Metropolitan Region of Rotterdam-The Hague (MRDH), drawing on lessons from governance reforms in other OECD countries and identifying how the MRDH experience could benefit policy makers beyond Dutch borders. Long in search of ways to strengthen urban areas, the Dutch government has recently undertaken the development of a National Urban Agenda known as Agenda Stad, in parallel to a series of broad institutional reforms. This included abolishing the country’s traditional eight city-regions, which led Rotterdam, The Hague and 21 smaller neighbouring cities to form the Metropolitan Region of Rotterdam-The Hague (Metropoolregio Rotterdam Den Haag, or MRDH). This report analyses the emergence of the MRDH both as a geographical area that spans 23 municipalities in the southern Randstad region and as a new metropolitan authority with transport and economic development responsibilities. One of the challenges the MRDH faces is how to bring the economies of Rotterdam and The Hague closer together while generating growth and well-being.

The Netherlands is gradually emerging from a double-dip recession with strengthened public finances and reforms on track to improve the labour and housing markets and the health care and pension systems. These reforms are paying off, says the OECD. Growth is expected to reach 1% this year and 1.3% in 2015.
The Dutch economy has been traditionally very competitive among OECD countries. The global financial crisis however has brought new challenges, especially during the second shock, from 2011 onwards. The government’s recovery plan, which includes various measures such as fiscal consolidation, stimulating innovation and sub-national government reform has an important territorial dimension. This review focuses on how sub-national institutions and development can help the Netherlands meet its challenges. In the short-term, factors such as the contribution of all regions, better use of resources, and more efficient provision of goods and services can help the recovery. In the long term, improving national competitiveness will largely depend on a strong performance of the polycentric city structure, which characterises the Netherlands. The key policy areas explored in this review include: the recently created top-sector innovation policy; decentralisation; and territorial reforms such as municipal and provincial re-scaling through mergers or co-operation.
