Launch of the Review Methodology
Mexico City, 10 January 2012
Angel Gurría, Secretary-General of the OECD, met with Alejandro Poiré Romero, Minister of Interior of Mexico, to launch the start of the Review of Mexico’s National Civil Protection System.
This kick-off meeting presented the review methodology and expected deliverables to stakeholders from the public sector at Federal, state and municipal levels as well as from the private sector, volunteer organisations and academia.
The meeting highlighted the importance of preparing for natural disasters and the need to ensure that public policies reflect international best practices for building resilience.

Project Details
The OECD is conducting a country review of Mexico’s National Civil Protection System, with a focus on earthquakes, floods and hurricanes.
Depending on the severity of a particular event, these natural risks are managed at different geographical scales in Mexico and may involve the coordination of stakeholders from the Federal government, States and municipalities in addition to businesses, the scientific community and volunteer organisations.
For this reason, the OECD review will focus not only on the effectiveness of policies to prevent, mitigate and respond to such large scale risks, but also on governance aspects of the civil protection system that ensure timely information flow and clarity of roles and responsibilities.
The review’s final report is expected to be ready in November 2012.
