This is the second year running that we have hosted this OECD Forum on Competition and Regulation. We hope to continue consolidating it as a benchmark for the commitment of the Mexican authorities to competition and regulatory improvement. I want to thank Secretary Guajardo for his leadership in bringing about this second edition.

It is a great pleasure for me to be here with you to present the Second Progress Report on the Development of the New Mexico City International Airport: Adapting Practices to Address Emerging Challenges (pdf). In January 2015, the OECD and the Secretariat of Communications and Transport signed an agreement to promote integrity, transparency and good practices in public contracting for this project.

Tourism plays an essential role in Mexico’s economy. In 2015, over 32 million international tourists visited the country, spending over USD 15 billion. In recent years, the increase in financial flows and people towards this sector has been greater than for many other advanced or emerging economies.

With this crusade against corruption, with these new laws, with this new culture of integrity that we are striving to build, we can lay the basis for what will be the most important transformation in Mexico's recent history. But the hard work is just beginning. We need now to translate the letter of the law into a wide-ranging change of institutional conduct and culture.

PEMEX is the eighth-largest oil producer in the world. It is one of Mexico's most important sources of revenues. Reforming its procurement system has the potential to position the company strategically, making it more efficient and more transparent and helping it to create value for the benefit of all Mexicans.

Women’s contribution to Mexico’s economic and social development is hugely important. It is directly linked to the country’s competitiveness and inclusive productivity. We must both acknowledge and strengthen it. Few policies are more effective at improving Mexico’s economic performance and ending poverty and inequality than the economic empowerment of women as part of the workforce in a gender-equal environment.
