    Mexico should facilitate greater use of its wealth of open government data

    Mexico has become a frontrunner in a short time in making government data publicly accessible, but it now needs to put this wealth of digital information to use to foster innovation and benefit the Mexican economy and society, according to a new OECD report.

    Presentation of the OECD Open Government Data Review of Mexico

    The commitment shown by the Mexican administration in opening up government data is reflected in the country’s position in the OECD’s OUR data index of open, useful and reusable public data. Mexico is among the top 10 OECD countries in this respect and ranks above the OECD average, trailing the leading countries such as the USA and Canada by only a narrow margin.

    Open Government Data Review of Mexico - Data Reuse for Public Sector Impact and Innovation

    Mexico has developed an ambitious national open data policy to create value from the use and re-use of government data by the public, private and social sectors. Open government data (OGD) has the potential to spur the digital economy, as well as contribute to more efficient public service delivery and greater public engagement. Mexico has demonstrated its commitment to OGD through its close involvement in international open data initiatives. However, it faces challenges in effectively implementing OGD domestically in a way that makes a greater impact on the economy and society. This would require, notably, institutionalizing open data, understanding the demand for government data, reaching out to potential users and working more closely with local governments. To fully realise the potential of open data, it is crucial that public bodies understand the benefits, are fully behind the project and actively participate in its implementation. This report provides an analysis of Mexico’s policies as well as recommendations for achieving its national objectives and making the most of OGD.

    Improving ISSSTE's Public Procurement for Better Results

    OECD countries are increasingly attempting to achieve savings through their public procurement systems, in particular in healthcare. In 2012, the State’s Employees’ Social Security and Social Services Institute in Mexico (ISSSTE) asked the OECD to review the effectiveness and integrity of its procurement system and to address bid-rigging. Many of the OECD’s recommendations led to enduring reforms at ISSSTE. In 2015 the OECD conducted a new review focusing on planning and coordination of procurement activities, market research and improvement of medical services. This report presents the findings of the review and notes the ISSSTE’s recent achievements. It also makes recommendations to support the alignment of the ISSSTE’s procurement practices with the 2015 OECD Recommendation of the Council on Public Procurement and includes action plans for priority activities.

    Presentation of the Review “Improving ISSSTE’s Public Procurement for Better Results”

    We are pleased that the ISSSTE has decided to conduct an assessment of the implementation of the recommendations in our first report. This is a sign of its commitment to complete the process of reforming the ISSSTE, as one of the key components of the Mexican health system. The ISSSTE should, can and intends to become an example of best practices in the procurement and contracting of goods and services.

    OECD Urban Roundtable of Mayors and Ministers

    Mayors and ministers gathered for the 6th OECD Roundtable concluded that the solution to climate change will happen in cities. National governments alone will not be able to tackle environmental challenges, sustainable development should include cities and their governments as main stakeholders. Creating sustainable cities is a global agenda and Habitat III is an opportunity to shape the global urban agenda for the next 20 years.

    Effective Delivery of Large Infrastructure Projects - The Case of the New International Airport of Mexico City

    The New International Airport of Mexico City (NAICM) should position Mexico as a regional hub and improve its competitiveness. It is scheduled to be operational in 2020 in answer to the pressing need for the expansion of the city's airport capabilities. The airport, whose construction is managed by a state-owned entity (GACM), is currently the largest Mexican infrastructure project.

    A project of this magnitude requires tailored strategic frameworks and actions in several policy areas. Building on international experience, this report provides a comprehensive assessment, and analysis and recommendations in four key dimensions contributing to the effective delivery of large infrastructure projects: governance, procurement, integrity and communication.

    OECD Territorial Reviews: Valle de México, Mexico

    This review finds that while Mexico has taken important steps in addressing the urban challenges in the Valle de México, Mexico’s largest metropolitan area, there is a need for major metropolitan governance reform.  Serious urban governance failings are inhibiting adequate responses to critical urban development priorities - regeneration, access to adequate housing, reliable and safe public transport, and environmental protection. Several measures are currently being implemented. However, these tools and reforms will not produce the desired solutions to urban problems in the absence of metropolitan thinking, strategic regional planning, and improved co-ordination and collaboration across levels of government.
