First Meeting of Working Group III, Cairo, 1-3 October 2005

The first meeting of the GfD Working Group III on Governance of Public Finance took place in Cairo, Egypt, on 1-3 October 2005.

Participants

The meeting was inaugurated by H.E. Dr. Youssef Boutros Ghali, Minister of Finance of Egypt and H.E. Dr. Ahmed Darwish, Minister for Administrative Development of Egypt, and co-chaired by Mr. Helmer Vossers, Director of Budget Affairs, Ministry of Finance, The Netherlands and Mr. Michael Casella, Office of Management and Budget, Executive Office of the President, United States.

Ministers and high-level representatives from Bahrain, Egypt, Kuwait, Lebanon, Mauritania, Morocco, Oman, Qatar, Saudi Arabia, Sudan, Syria, Tunisia, Tunisia, The United Arab Emirates and Yemen attended the meeting. In addition, policy experts from The United States, Japan, The Netherlands Spain and Slovenia, the OECD Secretariat, the UNDP, ARADO, AMF, the EU, the IMF and the World Bank were present.

Key Issues

Main themes addressed in the meeting included:

  • Priorities and initiatives for change to financial governance in the participating countries;
  • OECD experience in facilitating partnership between countries in financial governance and its implications for Working Group III;
  • General problems hindering fiscal policy development and governance in the participating countries; and
  • Elaboration of a Working Plan for the future activities of the Working Group III, including the establishment of a MENA Regional Financial Management Training Center in Egypt, with OECD support, that would specialise in public finance issues.
