Investor-State dispute settlement (ISDS) and investment agreement negotiations were at the heart of a training workshop for Iraqi officials co-organised by the MENA-OECD Investment Programme, the Egyptian General Authority for Investment (GAFI), and the Cairo Regional Centre for International Commercial Arbitration (CRCICA) on July 6-8, 2010 in Cairo.
The workshop reviewed investor-State dispute settlement trends, implications, mechanisms and procedures, with a focus on concrete case studies. It also dealt with the different elements of a future Iraqi model investment treaty, especially ISDS provisions, and with investment agreement negotiation (preparation, process, and techniques). A session was devoted to the development of an Iraqi arbitration law. The workshop featured high-level experts from GAFI, CRCICA, the United States Treasury, and the OECD, as well as academics and lawyers. Among the participants were seven staff members of the Iraq National Investment Commission (NIC), many of whom had attended previous seminars on 6-8 July in Paris and 26-28 October 2009 in Cairo, as well as nine officials nominated by the Office of the Iraqi Deputy Prime Minister for Infrastructure.
This three-day workshop is part of a series of training activities organised by the MENA-OECD Iraq project.
