ITEM 6: Investing for a Low-Carbon Economy – Saving Resources, Greening Investment

Ministers reflected on the need to better align policies to tackle the global threat of climate change and the associated challenge of transitioning to a low-carbon economy. 


6.1 Align policies for the transition to a low-carbon economy

Ministers discussed:

  • the challenge of an economy-wide transformation towards a low-carbon economy in light of the current fragmented approach to promoting green investment
  • the results of the joint OECD, International Energy Agency (IEA), Nuclear Energy Agency (NEA) and International Transport Forum (ITF) project on how to better align policies for the transition to a low-carbon economy, as well as the continued collaboration on climate-related issues in the lead-up to COP 21 and beyond

6.2 Climate finance

Ministers discussed:

  • green investment
  • the challenges involved in mobilising and adequately tracking climate finance resources
  • how to support efforts to achieve progress on resource mobilisation ahead of the COP 21 in Paris


6.3 Climate adaptation and the water-food-energy nexus

Ministers reflected on:

  • the economic impact of major environmental and resource scarcity issues that are likely to arise through the water-food-energy nexus
  • the challenges of infrastructure investment, in particular for public-private partnerships
  • good water management and its economic benefits
