Tracking trends beyond the DAC

As part of our efforts to complete the global picture of development co-operation, we track trends and statistics from countries beyond members of the Development Assistance Committee (DAC).

Development assistance from countries beyond the DAC is rising rapidly and, in some cases, exceeds the contributions made by individual DAC members. In 2010, Saudi Arabia provided USD 3.48 billion in gross ODA, exceeding the gross ODA volumes of 12 of the 23 DAC countries. In the same year, China provided an estimated USD 2 billion in gross ODA, and Turkey USD 967.4 million.

At present, 22 countries beyond the DAC membership report their aid flows to the DAC.

Highlighting recent progress

In 2012, Bulgaria began reporting its aid flows to the DAC Secretariat
In 2011, the Russian Federation began reporting its aid flows to the DAC Secretariat.
In 2011, Kuwait began reporting to the DAC outflows at the aggregate level for the Kuwait fund for Arab Economic Development plus the grants they implement on behalf of the government.
In 2010, UAE provided, for the first time, whole-of-government reporting of its aid flows at the activity level to the DAC, making it the first country outside the DAC’s membership to report in such detail.

Transparency on aid flows is an important tool for accountability – both for the countries benefitting from aid and for citizens of the country providing aid. More detailed and comprehensive information on development co-operation flows allows providers and recipients alike to make more informed decisions on aid allocations and helps to identify countries and sectors that may be over- or under-funded.
