  • Project findings will be presented at various events in the coming months, including the 7th Annual Conference for the Academy of Innovation and Entrepreneurship (AIE) in Beijing, China, on 5-7 September 2014 and the Regional Innovation Forum – Southern Africa Innovation Forum (SAIF), which will gather various stakeholders and policy makers around the theme “Where are the Southern African innovation policies and practices heading to?” in Johannesburg on 5-6 November 2014.
     
  • “National Intellectual Property Systems, Innovation and Economic Development” project, which focuses on the contributions of IP systems to growth and inclusiveness in developing countries, is undertaking a country study of Malaysia’s national IP system. Additional information on this upcoming review and related work can be found on the project page.
     
  • The OECD Global Forum on Development was held on 2 July 2014 at the OECD Headquarters in Paris. One of the Forum sessions focused specifically on the Innovation for Inclusive Growth project. The Forum gathered representatives of governments from OECD and non-OECD countries, the private sector, academia, foundations, and OECD experts. It discussed critical policy questions such as the impacts of innovation on inclusive growth and how inclusive innovations can be scaled up to serve poverty alleviation efforts. The objective to achieve inclusive growth is at the top of many governments’ agendas because high levels of inequalities negatively affect the well-being and growth.

Yet, innovation policies have been examined to date essentially with regards to their impact on the growth of aggregate value.

This is because innovation is central for growth both to address social challenges and to improve economic performance and create jobs.

This project analyses the impact of innovation and related policies on inclusive growth. Addressing the needs of policymakers in both key non-member economies and OECD countries, the aims of the project are to:

  • Provide evidence on the impacts of innovation and related policies on inclusive growth, focusing on industrial, social and territorial inequalities; and
  • develop concrete policy solutions to support countries in reconciling their innovation and inclusive growth agendas, including options for scaling up inclusive innovations in education and other key sectors. 

The analysis initially focused on China, Colombia, India, Indonesia and South Africa. It also explores experiences of OECD countries and other economies at different stages of development. The findings of this initial phase will be synthesised in a publication to be launched at a high-level event in February 2015. The next phase of the project will be undertaken in 2015-16.

Countries’ innovation, education and territorial characteristics and policies can impact on social and industrial inclusiveness and, what is more, shape the geographic dimensions of inclusiveness. In order to develop concrete policy solutions, the project has developed a framework to analyse innovation and relevant related policies from the perspective of industrial, social and territorial inclusiveness.

The figure to the right provides an illustration of the distributional impacts to be analysed and how different policies focus mainly on one or the other and thus, depending on the characteristics of the innovation system, have impacts on industrial or social inclusiveness. Some policies aim directly at both.
