UPCOMING EVENT

The OECD Global Forum on Development will be held on 2 July 2014 at the OECD Headquarters in Paris. One of the Forum sessions will focus specifically on the Innovation for Inclusive Growth project. It will gather representatives of governments from OECD and non-OECD member countries, private sector, academia, foundations, and OECD experts.

A Symposium on Knowledge and Innovation for Inclusive Growth was held on 20–21 March 2014 at the OECD Headquarters in Paris. A joint event of the OECD and the Growth Dialogue, this Symposium brought together leading experts and policy makers from advanced, emerging and developing economies to discuss the critical challenges that need to be addressed for innovation to support inclusive growth, and identify key principles. The objective to achieve inclusive growth is at the top of many governments’ agendas because high levels of inequalities negatively affect the well-being and growth.

Yet, innovation policies have been examined to date essentially with regards to their impact on the growth of aggregate value.

This is because innovation is central for growth both to address social challenges and to improve economic performance and create jobs.

This two-year project analyses the impact of innovation and related policies on inclusive growth. Addressing the needs of policymakers in both key non-member economies and OECD countries, the aims of the project are to:

  • Provide evidence on the impacts of innovation and related policies on inclusive growth focusing on industrial, social and territorial inequalities; and develop concrete policy solutions to support countries in reconciling their innovation and inclusive growth agendas, including options for scaling up inclusive innovation in education. 

The analysis will focus on China, Colombia, India, Indonesia and South Africa and also draw on other countries’ experiences.

Countries’ innovation, education and territorial characteristics and policies can impact on social and industrial inclusiveness and, what is more, shape the geographic dimensions of inclusiveness. In order to develop concrete policy solutions, the project will develop a framework to analyse innovation and relevant related policies from the perspective of industrial, social and territorial inclusiveness.

The figure to the right provides an illustration of the distributional impacts to be analysed and how different policies focus mainly on one or the other and thus, depending on the characteristics of the innovation system, have impacts on industrial or social inclusiveness. Some policies aim directly at both.
