Summary of a joint workshop sponsored by Organization for Economic Cooperation and Development (OECD), the U.S. Civilian Research and Development Foundation (CRDF), and Tomsk State University, and held in cooperation with the Russian Ministry of Science and Education and the Tomsk regional government.
The OECD has been engaged, since 2002, in a series of activities to promote research in Russian universities and to improve the management of intellectual property in partnership with the Ministry of Education and Science.
Technology transfer experts from OECD and Russian universities, international organisations, governments, business and finance, explored issues on technology commercialisation and the development and financing of entrepreneurship at Russian universities.

Within the framework of the Russia Programme of the OECD Centre for Co-operation with Non- Members (CCNM) and as part of the follow-up to the Reviews of National Policies for Education: Tertiary Education and Research Policy in the Russian Federation, the Directorate for Education, Employment and Social Affairs launched a pilot project in 1999 on intellectual property and research management in Russian universities.
