Global FDI flows collapsed with the global financial crisis in 2008 and remain 40% below pre-crisis levels. A major reason for this is the EU. While FDI flows in the rest of the world recovered by 2010, the EU continues to struggle due to structural factors that are undermining the quality of the EU’s investment environment. This paper analyses why and provides policy options.
