With the support of the Bill and Melinda Gates Foundation and in collaboration with development partners, the World Bank has been coordinating a global initiative to improve resource tracking for better health outcomes and greater health systems accountability through institutionalisation of National Health Accounts. The preparatory phase of this global initiative culminated with a high-level meeting in Paris on 6-7 October 2011.

Participants

The participants for the first day of this meeting were Directors of Resource Tracking, Health Economics and Policy Planning who lead the design and implementation of NHA institutionalisation at the national level. The audience for the second day was Ministers of Health, senior policy decision-makers as well as the participants from the first day’s meeting.

Objectives

The main objective of Day 1 was to provide a platform for discussion on lessons learned for the practical implementation of institutionalising NHA. It provided an opportunity to forge relationships across OECD/non-OECD countries and benefit from the expertise of countries who have institutionalised resource tracking.

The main objective of Day 2 was to present a global plan for action for the institutionalisation of NHA at the country level in the context of health sector reform and leadership accountability. The meeting was an opportunity to celebrate country action and national implementation plans which offered added momentum and displayed health sector leadership in the build-up to the G-20 discussion on development financing for health which will be held in Cannes in November 2011.
