Nick Malyshev, Head of the OECD Regulatory Policy Division, and the Mayor of the Municipality of Zapopan, Hector Robles, launched a programme to implement the 26 recommendations of the OECD Guide to improve formalities at state and municipal level in Mexico. The Guide offers recommendations to improve the processes of starting a business, obtaining construction permits, registering properties, and to improve the regulatory transparency and efficiency in the management of formalities. The aim of the guide is to boost the business and entrepreneurial activity by simplifying the formalities with the highest impact on economic activity.
The Guide is one of the results of the initiatives “Strengthening of competitiveness through regulatory improvement” between the Federal Ministry of Mexico, the Federal Regulatory Improvement Commission of Mexico (COFEMER) and the Regulatory Policy Division of the OECD, which has been ongoing since 2008. The Guide has been implemented in other Mexican states such as Colima and Nuevo Leon, which have experienced significant improvement in their business environment according to several national and international indicators.
The programme with the Municipality of Zapopan entails the delivery of capacity building workshops on regulatory improvement. The OECD will also prepare a diagnostic and will identify the necessary actions to implement the Guide in the Municipality of Zapopan. Afterwards, the OECD will follow up on the implementation of the Guide by issuing progress reports. The programme is expected to last 18 months.
Delivery of diagnostic and implementation actions
On 8 September 2013, the OECD provided the Municipality of Zapopan with a diagnostic which included 138 actions to implement the 26 recommendations of the OECD Guide to improve formalities at state and municipal level in Mexico. The OECD also provided Zapopan with an implementation plan which comprised of a prioritisation of the actions, and a critical path for each of the administrative units of the municipality.

Follow up on the implementation
On 25 February 2014, the OECD announced that the Municipality of Zapopan Jalisco had a 22% progress in the implementation of the OECD Guide to improve formalities at state and municipal level in Mexico. According to the report this development is considered appropriate within the parameters expected by the OECD. The announcement was made in the presence of the Mayor of Zapopan, Hector Robles.
