Indicators of Regulatory Management Systems


How many OECD countries have a requirement to systematically quantify the expected costs and benefits of new regulations?  How many countries systematically take social concerns into account when preparing new regulation?  What countries have a programme to measure and reduce bureaucracy imposed on businesses and citizens? How many countries have a minister in charge of the regulatory reform agenda?

The OECD indicators of Regulatory Management Systems (RMS) collected in 1998, 2005, 2008 and 2009 answer these, and many other questions. Almost 200 indicators offer comprehensive insights into trends in regulatory reform and identify leading regulatory management practices. They are complementary to the OECD in-depth country reviews (e.g., OECD-EU15 projectReviews on regulatory reform) and contribute to the flagship publication Government at a Glance.

This workshop was part of an annual series of expert workshops on measuring regulatory performance.

The 2015 Indicators of Regulatory Policy and Governance (iREG) present information on OECD member countries’ regulatory policy and governance practices advocated in the Recommendation of the Council on Regulatory Policy and Governance (2012). The indicators cover in detail three principles of the 2012 Recommendation: stakeholder engagement, Regulatory Impact Assessment (RIA) and ex post evaluation.


While some questions from the RMS indicators were retained, a large part of the questionnaire was updated to reflect the 2012 Recommendation. The 2015 indicators provide a baseline measurement to track countries’ progress over time and identify areas for reform. It is envisaged to update these indicators every 3-4 years.
