Fourth Official meeting of the ASEAN-OECD Good Regulatory Practices Network

The fourth official meeting of the Good Regulatory Practice Network (GRPN) was held on 9 October 2018 in Kuala Lumpur, Malaysia, together with the ERIA Workshop on International Regulatory Cooperation (10 October 2018) and Malaysia’s National Convention on Good Regulatory Practice (11 October 2018).

 

The meeting was co-chaired by Datuk Isham Ishak, Secretary General of the Ministry of International Trade and Industry (MITI) of Malaysia, and Mr. Mark Steel, Director of Regulatory Systems, Ministry of Business Innovation and Employment, New Zealand. It was attended by 60 senior officials from ASEAN Member States, OECD member countries, international and regional organisations.

 

The OECD launched its latest publication on Good Regulatory Practices to Support Small and Medium Enterprises in Southeast Asia, which highlights efforts made by governments to improve regulatory delivery for businesses in all ten ASEAN countries. Delegates shared views on the dynamism of regulatory environments and discussed how new technologies could help address emerging topics in regulatory quality and delivery, such as cross-border service provision and services without physical property. Delegates also agreed on the importance of enhancing effective and efficient implementation of good regulatory practices through international regulatory cooperation (IRC). A workshop on IRC followed the next day.

The meeting was co-hosted by the MITI back to back with Malaysia’s National Convention on Good Regulatory Practice, which took place on 11 October 2018 in Putrajaya, Malaysia. The Convention was opened by the Deputy Prime Minister of Malaysia, Dato Wan Azizah Wan Ismail, who commended the OECD publication on Good Regulatory Practice to Support Small and Medium Enterprises in Southeast Asia and highlighted the OECD’s work on Behavioural Insights. The OECD presented the OECD Regulatory Policy Outlook 2018 to over 1 600 convention attendees.
