Workshop: Measuring Well-being to Enhance Regional Policy, 11 June 2012

 

Workshop organised by the Working Party on Territorial Indicators

Improving current matrices of well-being and progress is today a high priority in the statistical and political agendas at international, national and community level. While GDP-based measures provide critical insights about the economic performance of individual countries, they cannot accurately account for the different dimensions that represent the well-being of people.

So far, most of the statistical work attempting to improve well-being metrics has been carried out at national level. However, evidence shows that the differences among localities and regions are sometimes more important than differences among countries for many domains of well-being. In addition, considering that many of the policies that most directly bear on people’s lives are enacted at the local level, a conceptualisation of well-being without taking into account the area where people live is of limited use for policy making.

During the workshop local, national and international experiences of measuring progress and well-being at sub-national level will be presented. The main objectives of the discussion were to:

  • Enhance the relevance of sub-national measures and analysis for addressing policy issues.
  • Identify the key well-being domains where further work could be most usefully focused for regional measures.
  • Improve our understanding of the links between policy actions implemented at the local and regional level and outcomes expressed in terms of people’s well-being.
