Innovation and Green Growth: The Regional Dimension

 

TDPC Symposium on Regional Policy

Following on from the meeting of the Territorial Development Policy Committee (TDPC) at Ministerial level last March, the TDPC organised a Symposium to pursue the regional policy dialogue in several key policy areas, as highlighted by Ministers at the meeting.

The Symposium gathered several Ministers and high-level officials, TDPC Delegates, and OECD Experts.

Session 1: Equity and efficiency: Striking the balance in regional policies objectives


Issues:

  • Are regional policies instrumental in improving the complementarity between equity and efficiency targets?
  • In which type of regions are questions related to complementarity the most crucial: urban, rural, regional level, local level?
  • What good practices can be identified?

Session 2: Why regions matter for innovation and green growth strategies?


Issues:

  • What is the scope to implement regional policies promoting innovation and green growth strategies?
  • What is the division of labour between cities and rural areas in promoting innovation and green growth?

Session 3: The impact of the crisis on regional governance and sub-national governments.


Issues:

  • What are the main challenges generated by the crisis for the implementation of regional policy
  • Which mechanisms can be put in place to align the objectives of different government levels in order to ensure the most effective use of the public spending associated with the crisis?
  • What information sharing mechanisms between levels of government and with private actors can be identified for post-crisis re-building?

Session 4: Monitoring, follow-up and implementation of regional policies: Strengthening peer-review mechanisms.


Issues:

  • How to strengthen peer-review mechanisms on regional policies?
  • How to compare success and failures in the provision of public goods and services across regions and countries?
  • How to develop a system of policy indicators? Which indicators seem the most relevant in the area of regional policy to start with?
