Integrity and Influence in Policy-Making

 

Influencing policy-makers is a core part of a democratic system. Lobbyists and advocacy groups bring valuable information to the policy debate. In practice, however, powerful groups can exert influence to further their particular interests, often at the expense of the public interest. 

This influence is not necessarily illegal, and can take many forms, including:

  • Uneven access to the decision-making process, for example through lobbying public officials;
  • Informal financing of political parties and candidates’ electoral campaigns;
  • Providing governments with manipulated or fraudulent data;
  • Use of personal connections, leading to conflicts of interest;
  • Foreign interests buying their way into a country’s domestic policies.

Such uses of influence ster the decision-making process away from the public interest, but could be also an obstacle to achieve the Sustainable Development Goals (SDGs) and address the biggest threats to our societies.

About the OECD Work on Integrity in Decision-Making

Over the last decade, the OECD has been at the forefront in promoting transparency and integrity in the public decision-making process. In 2010, the OECD Council adopted the Recommendation on Principles for Transparency and Integrity in lobbying. The Recommendation was followed by three monitoring reports volumes of a series on Lobbyists, Government and Public Trust.  In 2016, the OECD analysed and reported on the financing of political parties and election campaigns and in 2017 developed a framework for Preventing Policy Capture. As the ways in which private interests may influence government decision-making processes evolves, the OECD continues to develop additional insights to ensure that influence is being wielded correctly.

The OECD is also actively supporting countries in designing and implementing effective policies to promote transparency and integrity in public decision-making processes. Building on the OECD Recommendation on Public Integrity, the OECD incorporates a whole-of-society and whole-of-government approach to build a culture of integrity in the public sector, the private sector and society as a whole.

2nd Meeting of the Coalition of Influencers

22 March 2019 | OECD, Paris

The meeting will address the evolving ways private interests may influence public policy and will discuss practical solutions to promote integrity in public-decision-making. The second session of the meeting (11:30-12:45) is open to all. Drawing from specific examples in the health sector, it will analyse cases of inequitable influence of vested interests and identify ways to promote transparency and integrity of influence practices on public health policies.

The Coalition of Influencers

In 2018, the OECD established the Coalition of Influencers on Integrity in Public Decision-Making and took a major step to engage key players from the private sector, government, academic and civil society in an inclusive platform.

The Coalition enables a constructive policy dialogue to reach a better understanding of the current challenges around processes of government decision-making, share knowledge and identify good practices to ensure the integrity of such processes. It also examines case studies in key policy areas to better identify the mechanisms of influence and ways to support governments in mitigating risks and encouraging a healthy competition of interests. 

During the first meeting of the Coalition held in March 2018, influencers shared their perspectives on strategic issues that should form part of a conceptual framework on integrity in public decision-making, and discussed opportunities for collaboration. The second meeting will reinforce the relevance of influence and integrity in public decision-making, and discuss challenges in order to guarantee equal competition of influence in the process.
