The OECD review report for Berlin is available here.
The executive summary is available here.
Berlin is a creative city attracting talent from around the world. The Berlin Senate has made great strides in developing innovation as a pillar of its economy. But challenges remain: there is long-term unemployment, a low absorptive capacity in small and medium-sized enterprises and a large migrant population that lags behind in educational and labour market outcomes. This publication explores a range of helpful policy measures and institutional reforms to mobilise higher education for Berlin’s development.
Berlin's main interest in the OECD reviews is the opportunity to analyse and to promote the economic and social potential of its HEIs through the lens of an international comparative perspective. Berlin wants to benefit more from the city’s attractiveness. Its creative image and its rich and broad landscape of research and HE has to be used more effectively to stimulate the economic growth and to support the fiscal recovery. “Knowledge creates Berlin’s future” is the German capital’s strategic plan for the development of its economic, social, and cultural potential.
