Turkey: Ambassador, Permanent Representative to the OECD

 

Mr. Kadri Ecvet TEZCAN

Mr. Tezcan was born in Istanbul on 16 June 1949. He graduated from the University of Istanbul in 1972 with a degree in Economy and Business Administration. Mr. Tezcan entered the Ministry of Foreign Affairs in 1973, serving as a Third Secretary in the Department of Consular Affairs.

From 1974 to 1975, he completed his military service. In July 1975, he returned to the Ministry as a Second Secretary at the Directorate General for Cultural Affairs.

 

From 1976 to 1980, he was posted to the Turkish Embassy in Warsaw, Poland where he served initially as a Second and then as a First Secretary. From 1980 to 1982, he was Head of Branch at the Department for Strategic Studies and Disarmament Affairs at the Ministry of Foreign Affairs. From 1982 to 1983, he served as Head of Branch at the Department for the Middle East and Africa at the Ministry.

Then, from 1983 to 1987, Mr. Tezcan was posted to the Turkish Embassy in Budapest, Hungary serving as First Secretary and then Counsellor.

In 1987, he returned to Ankara where he was Head of Branch and Head of Department at the Department for Asia, Africa and Latin America. In 1989 he was named Consul-General at the Turkish Consulate in Hamburg, Germany. Then, in 1993, he became Head of Department of the Department for Bilateral Economic Relations at the Ministry. From 1994 to 1995, he was Head of Branch at the Department for Security Affairs. In 1995, he was promoted to Minister-Counsellor and named Deputy Director-General of the Deputy Directorate-General for Security Affairs. In 1998, Mr. Tezcan was appointed Ambassador of Turkey to Azerbaijan. Then, in 2001, he became a Member of the Inspection Board at the Ministry of Foreign Affairs, holding the rank of Ambassador. From 2003 to 2005, he held the position of Ambassador, Director-General of the Directorate-General for Security Affairs at the Ministry. In 2005, he was appointed Ambassador of Turkey to Poland. From 2008 to 2009, he was Ambassador and Deputy Under-secretary for General Political Affairs at the Deputy Under-secretariat for General Political Affairs of the Ministry of Foreign Affairs. Prior to his nomination as Ambassador and Permanent Representative of Turkey to the OECD, Mr. Tezcan was Ambassador of Turkey to Austria.

Ambassador Kadri Ecvet Tezcan took up his duties as Permanent Representative of Turkey to the OECD on 25 October 2011.
