This report looks at a variety of inclusive innovation initiatives and innovative products aimed at improving the welfare of lower-income and excluded groups, notably in terms of essential public services (education, infrastructure and health). It discusses the policy trade-offs between traditional innovation policies and a more inclusive innovation approach, and provides recommendations for aligning current policies. It also deals with the impacts of innovation and innovation policies on industrial and territorial inclusiveness, describing how information and communication technology (ICT) and technology diffusion may influence smaller firms’ chances of succeeding with their innovations.

In line with recommendations of the G8 Dementia Summit Declaration to strengthen collaboration for innovation and cross-sector partnerships this report considers the challenges and options to promote and accelerate research in dementia and its transformation into innovative therapies and diagnostics.
The rapid evolution of information and communication technologies and moves towards more participative democratic decision-making have put additional pressure on science to help provide answers and solutions, whilst also opening up the academic enterprise to closer surveillance and criticism.
The large and growing human and financial cost of dementia provides an imperative for policy action. It is already the second largest cause of disability for the over-70s and it costs $645bn per year globally, and ageing populations mean that these costs will grow.
There is no cure or effective treatment for dementia, and too often people do not get appropriate health and care services, leading to a poor quality of life. Our failure to tackle these issues provides a compelling illustration of some of today’s most pressing policy challenges. We need to rethink our research an innovation model, since progress on dementia has stalled and investment is just a fraction of what it is for other diseases of similar importance and profile. But even then a cure will be decades away, so we need better policies to improve the lives of people living with dementia now. Communities need to adjust to become more accommodating of people with dementia and families who provide informal care must be better supported. Formal care services and care institutions need to promote dignity and independence, while coordination of health and care services must be improved. But there is hope: if we can harness big data we may be able to address the gaps in our knowledge around treatment and care.
Dementia is increasing in prevalence, and to date has no cure or treatment. One element in improving this situation is using and sharing data more widely to increase the power of research. Further, moving beyond established medical data into big data offers the potential to tap into routinely collected data from both within and outside the health system.
The report notes that industry self-regulation (ISR) can play an important role in addressing consumer issues, particularly when business codes of conduct and standards are involved. It draws on 23 case studies covering notably advertising, financial services, telecommunications, video games and software applications (apps), toys, and direct selling.
While de-industrialisation and offshoring have dominated the news about manufacturing during the past decades, recent years have witnessed a number of examples of companies re-shoring activities back to OECD economies. Policy discussions often ignore the profound changes manufacturing has undergone. This working paper addresses this issue against the background of long-term structural change in OECD economies.
This paper examines the extent, reasons and impacts of excess capacity in the global steel industry, as well as the implications of new investment projects that continue to take place at a rapid pace in many parts of the world. By focusing on new investment projects, this study intends to help governments and industry better understand the extent to which global steelmaking excess capacity may evolve in the future.
