About IHERD 

The OECD Project on Higher Education and Research for Development (IHERD) was funded by the Swedish International Development Cooperation Agency (Sida).

IHERD consisted of two sub-programmes:

(1) The Institutional Management and Higher Education Policies, which reports to the Governing Board of the Programme on Management in Higher Education (IMHE) in the Directorate for Education (EDU); and

(2) The Research and Innovation Policy sub-programme, which reports directly to the Committee for Science and Technological Policy (CSTP) in the Directorate for Science, Technology and Industry (DSTI).

The programme ran from January 2011 to the end of December 2013.

 

Objectives

The main objectives of the programme were to increase knowledge about policy and management instruments in higher education, research and innovation and illustrate their implications on diverse county and institutional contexts. In doing so, IHERD aimed at improving the evidence base on strategic approaches for building capacities in developing countries so that countries can better plan, produce and use research for sustainable development.

 

Outcomes of the programme

OECD commissioned reports involved a diverse group of experts.  The outcome of the reports aimed at promoting comparative analysis in order provide a common ground between innovation and research policy and the institutional management of research and innovation. The studies constitute a mix of case studies and development of qualitative comparative frameworks. Work on the studies was between April of 2012 and December 2013.

In total, 31 reports were published, two of which were authored by OECD staff. The rest were authored by 39 experts, of which nine were women. The authors come from 19 different countries, including 13 emerging and developing countries and 9 OECD countries (Australia, Brazil, Canada, Cambodia, Ethiopia, Ghana, India, France, Kenya, Malaysia, New Zealand, Russia, South Africa, South Korea, Sweden, Thailand, Uganda, United Kingdom and Vietnam).

IHERD also published four policy briefs based on the findings of the reports and meetings.

The IHERD reports are also integrated in the Innovation Policy Platform

 

Scientific Publication

OECD/IHERD and the Society for Research into Higher Education established a partnership, and collaborated on a Special Issue of Studies in Higher Education (the highest rated journal in higher education circles). The Special issue is called Research Universities: Networking the Knowledge Economy and included 10 articles authored by 19 researchers out of which 6 were women. The experts came from diverse backgrounds, including both higher education and innovation and research policy.

  • 10/13 Octobre 2012, Boston, USA: Research Universities- Networking the Knowledge Economy, Boston, USA, in partnership with  the Center for International Higher Education, Boston College. 
  • 27 February/1 March 2013 - Kuala Lumpur: Effectiveness of Research and Innovation Management at Policy and Institutional Levels, Kuala Lumpur, Malaysia, in partnership with the Higher Education Leadership Academy  and LH Martin Institute, University of Melbourne. 
  • 1/2 July 2013 - Marseille, France: Increasing evidence-based approaches in the design and implementation of innovation and research policy in developing countries, in partnership with the Institute de recherche pour le développment (IRD). 
  • 19/20 September 2013 - Addis Ababa, Ethiopia: Implementing research and innovation policy at policy and institutional levels in Africa, Addis Ababa, Ethiopia, in partnership with The Organization for Social Science Research in Eastern and Southern Africa.
  • 8/9 October 2013 - Dakar, Senegal: Atelier-rencontre sur l’efficacité de la R&D au niveau des politiques et pratiques institutionnelles en Afrique francophone, Dakar, Senegal, partenariat, Codestria et Institute de recherche pour le développment (IRD). 
  • 10 December 2013, Stocklhom, Sweden: Nordic expert meeting on the changing landscape of innovation, higher education and research and their implications for development, Stockholm, Sweden, in partnership with Sida and the Swedish Research Council. 

Altogether, the meetings gathered 211 experts (excluding OECD staff) from 47 different countries, including 28 developing and emerging countries and 19 OECD countries.

In terms of participants, 126 came from developing and emerging countries and 85 from OECD countries. About 35 percent of the experts were women.

24 experts attended more than one meeting as speakers or commentators and out of them, 12 came from OECD countries and 12 from developing and emerging countries. 

The participants came from the following countries: Australia, Benin, Botswana, Brazil, Burkina Faso, Cambodia, Cameroon, Canada, Chad, China, Congo, Côte d'Ivoire, Denmark, Egypt, Equatorial Guinea, Ethiopia, Finland, France, Germany, Ghana, Greece, India, Ireland, Israel, Kenya, South Korea, Malaysia, Mexico, Mozambique, Netherlands, New Zeeland, Nicaragua, Niger, Norway , Qatar, Russia, Senegal, Slovenia, South Africa,  Spain, Sweden Thailand, Togo, Uganda, United Kingdom, United States of America and Vietnam.

In addition 8 different staff members came from the OECD.
