ICCP Committee Expands Participation of Non-governmental Stakeholders in its Work, March 2009

The Committee for Information Computer and Communications Policy has approved a framework to govern the participation of non-governmental stakeholders in its work and that of its working parties, namely theCivil Society Information Society Advisory Council (CSISAC) and Internet Technical Advisory Committee (ITAC). This follows up on a decision by the OECD Council to add civil society and the internet technical community to the list of key non-governmental stakeholders in the ICCP’s terms of reference, joining business and trade unions.


NEW PUBLICATIONS

Computer Viruses and Other Malicious Software: A Threat to the Internet Economy, March 2009

Malware attacks are increasing in both frequency and sophistication, thus posing a serious threat to the Internet economy and national security. This book is a first step toward addressing the threat of malware in a comprehensive, global manner. It aims to inform policy makers, to present new research into the economic incentives driving cyber-security decisions, and to make specific suggestions on how the international community can better work together to address the problem.


Online Identity Theft, March 2009

The growth of Internet and e-commerce has taken identity theft to new levels. This new book defines ID theft, studies how it is perpetrated, outlines what is being done to combat it, and recommends specific ways to address it in a global manner.


Promoting Consumer Education: Trends, Policies and Good Practices, March 2009

Consumers today are challenged by growing amounts of information and wider choices of products. To make good choices in increasingly complex markets, they must develop a greater range of skills and knowledge. This new book examines the approaches that governments use topromote consumer education in OECD and some non-OECD countries, highlighting the policies and measures that have been particularly effective.


The Influence of Market Development and Policies on Telecommunication Investment, January 2009

Players in communication markets are no longer the traditional alternative operators providing voice services, but a range of service providers including Internet Service Providers and cable television service providers who provide VoIP services and broadband access. This paper assembles some evidence on developments in investment by incumbent and alternative telecommunications operators during the period 2000-2005.


UPCOMING EVENTS

Joint OECD/Denmark High-Level Conference on ICTs, the Environment and Climate Change, Helsingør, Denmark, 27-28 May 2009

The Danish Ministry of Science, Technology and Innovation will host a high-level OECD Conference on how Information and Communication Technologies (ICTs) can improve environmental performance and mitigate climate change in all sectors of the economy. The theme of “Green ICTs” will be discussed in the context of the economic crisis and the role of innovation for green growth. Outcomes will feed into the OECD Council at Ministerial Level in June 2009. They will be particularly relevant in the context of the United Nations Climate Change Conference, 7-18 December 2009 in Copenhagen, Denmark (COP15).

OECD Secretary-General, Angel Gurría, and Danish Minister for Science, Technology and Innovation, Helge Sander, will open the conference. Policy-makers, representatives from business and civil society, and academic experts will advance the policy agenda on ICTs to improve environmental performance and combat climate change. The detailed agenda gives a complete list of confirmed speakers.

OECD Experts Conference « Using Sensor-Based Networks to Address Global Issues: Policy Opportunities and Challenges”, Lisbon, Portugal, 8-9 June 2009

This Conference aims to help policy makers understand sensor networks and their potential to help address global challenges such as health and ageing population, transportation and the protection of the environment. It will address economic aspects as well as privacy, information security, infrastructure and interoperability issues. http://www.oecd.org/sti/ict/sensors


Corporate Responsibility Roundtable on Consumer Empowerment and Responsible Business Conduct, Paris, 15 June 2009.

The Roundtable will address evolving consumption patterns and their impact on responsible business conduct in accordance with the framework of the OECD Guidelines for Multinational Enterprises. The sessions specifically focus on corporate responsibility practices of enterprises towards consumers including environment, health and safety, and the financial issues. The event will gather representative from governments, business, and consumer organisations.


RECENT EVENTS

Joint OECD/ICPEN Meeting on Electronic Commerce, Paris, France, 1 April 2009

On 1 April 2009, the OECD Committee on Consumer Policy and the International Consumer Protection Enforcement Network (ICPEN) held a joint meeting on Electronic Commerce at the OECD Headquarters in Paris. Discussions at the joint meeting informed the review of the 1999 OECD Guidelines on Consumer Protection in the Context of Electronic Commerce that is being carried out by the Committee on Consumer Policy.


UK-OECD Workshop on Innovation and Policy for Virtual Worlds, Paris, France, 11 March 2009

The United Kingdom and the OECD hosted a workshop on innovation and policy for virtual worlds. The questions it attempted to answer include:

  • How can virtual worlds contribute to innovation, to transformation of business, government and public services and to increasing transparency, improving innovative services delivery, and creating employment?
  • Should public policy frameworks be adapted to support governments, citizens, and businesses using virtual worlds to improve their performance? If so how?
