Background

This conference presented the report prepared as part of the Improving social inclusion at the local level through the social economy project project in the framework of the Forum on Social Innovations. A team comprising members of the OECD LEED Secretariat and external experts visited Slovenia in January 2010 and in April 2010 for two study visits, to examine the role, both real and potential, of the social economy, and the support which could be given to the social economy to allow it to fulfil that potential.

A comprehensive analysis of the social economy appears all the more important in light of the significant challenges for Slovenian government policy posed by the rapid transition to a market economy and the recent economic crisis. The conference was an opportunity not only to illustrate the key messages and recommendations developed by the experts’ team lead by the OECD LEED Secretariat but also to hear further details, and the rationale behind, the Slovenian draft law on social entrepreneurship currently under discussion in parliament.

International experiences were provided to highlight, in particular, the ability of social economy organisations to meet unmet needs and where public agencies are unable to operate effectively and efficiently (for example, provision of general interest services and work integration of disadvantaged workers). Policies and practices from Europe which are relevant to Slovenia were presented, as well as from the series of the OECD LEED similar reviews undertaken in Poland, France and Korea.
