Colin Walters

 

Colin Walters has held the position of Group Manager, Higher Education Group, Department of Education, Employment and Workplace Relations in Australia since May 2005.  He is responsible for Higher Education policy and programmes, including core funding for Universities, student loan programmes, and quality and accountability issues.

Colin has served in the Department of Education, Employment and Workplace Relations Science and Training since 1997.  He was responsible for Science Group from July 2003 to May 2005.  From 1998 to 2003 he managed Vocational Education and Training Group, during which time he served as a Director of the National Centre for Vocational Education Research and as a member of the National Training Quality Council. At different times he was also responsible for international education, youth affairs, and student support.

Prior to his service with the education portfolio, Colin headed the Scientific and Technology Group for the UK Police Service as Assistant Under-Secretary of State, Home Office, 1995-6.

In 1994-95 he was in charge of the Co-operative Research Centres programme in the Departments of Prime Minister and Cabinet, and Industry, Science and Technology.
From 1992 to 1994 he managed the preparation and passage of Australia’s first native title (land rights) legislation in the Department of Prime Minister and Cabinet.

In earlier years, Colin worked for the British Government in fields as diverse as criminal justice and telecommunications policy.  He served as Chief Executive Officer of the English prison industries and farms organisation, head of the Home Office Counter-Terrorist Division, and as Private Secretary and Chief of Staff to a number of Cabinet Ministers.

Colin was educated in London at Battersea Grammar School and has a BA with Honours in Politics from the University of Wales.
