Intensified global competition and the economic crisis have amplified the importance of service-based R&D and innovation activities as a new source of growth for firms, industries and national economies. The importance of service innovation is well-established in the research literature and many firms are seeking new ways to develop service-based strategies for competing in global value chains, but existing policy frameworks may not always be well adapted to promote service innovation. Likewise, there is a need for better and more thorough quantitative evidence on recent trends regarding the R&D and innovation activities of services firms as well as service innovation more broadly, in order to develop appropriate policy recommendations.
This expert meeting took place in the framework of the OECD and EU FP7 KNOWINNO project on Innovation in Services: the role of R&D and R&D Policies (INNOSERV). The INNOSERV project will provide new evidence on recent service innovation trends and contribute to improving the measurements of service-based innovation activity across sectors, i.e. within the service sector itself as well as through the “servitization” of industry. The results will be used to better understand the role of public policies in promoting such activities.
This workshop, the second of a series, aimed at reporting progress and discussing initial results from the various strands of work which relate to: (1) analysing current trends in service innovation policy; (2) developing quantitative evidence on the extent and forms of service-based R&D and innovation activities and (3) company case studies on service innovation and the role of R&D and innovation policies.
The meeting drew on contributions from leading academic researchers, business sector representatives, national policymakers, and delegates from the OECD NESTI and TIP Working Parties.
