Objectives of the OECD Water Governance Initiative

  • Create a multi-stakeholder network to advance on the global water governance agenda;
  • Support the implementation of the governance targets designed in Marseille up to the 7th WWF in Korea;
  • Create an International Observatory on water governance to collect innovative tools and success stories;
  • Set up a Web Portal to link existing water governance platforms, tools, methodologies and programmes worldwide;
  • Provide a Policy Forum across public, private and non-for-profit actors

First Meeting of the OECD Water Governance Initiative

Agenda

Building on the water governance work for the 6th World Water Forum (12-17 March 2012), the OECD Initiative on Water Governance will meet for the first time at the OECD Conference Centre in Paris to provide for a multi-stakeholder network and policy forum to share ongoing reforms and good practices and ensure continued political momentum towards achieving the water governance targets agreed in Marseille up to the 7th WWF in Korea.
At this first meeting, participants will:

  • Agree on the scope, mandate and activities of the Initiative;
  • Take stock of the progress since the 6th WWF;
  • Exchange views on “The Governance Challenges for Water Policies in Future Cities”;
  • Discuss strategic and operational organisation of the Network.

Official Launch of the report – Making Water Reform Happen in Mexico

The OECD report Making Water Reform Happen in Mexico was launched on 8 January 2013 by OECD Secretary-General, Angel Gurría, Mexico’s Minister for the Environment, Juan Jose Guerra Abud and the Director General of the National Water Commission, David Korenfeld.

In his speech, the Secretary-General highlighted that  “Mexico can no longer afford the luxury of business as usual”. According to OECD, the 2030 Water Agenda has generated a new momentum for change — an incentive to design and implement effective, integrated, and sustainable water policies. But its implementation must include aligning and prioritising federal and river basin policies to increase both the productivity and cost-efficiency of water policies and ensure that water and agricultural policies are mutually reinforcing. The event gathered around 300 participants from the Ministry of Environment, the National Water Commission, donors and development banks in Mexico, academics, NGOS, parliamentarians and local /regional government representatives (click here for the press review).

This report was prepared with the contribution of the members of the “Good Governance” Core Group and summarizes key messages and outcomes from the Good Governance discussions in Marseille. It provides brief overviews of each sessions as well as recommendations and commitments formulated during the Closing session to support the implementation of the agreed targets up to the 7th World Water Forum, to be held in 2015 in Korea.

The International Forum Committee mandated OECD with coordinating the thematic work of the Good Governance Core Group, which involved leading all the substantive discussions on water governance in preparation to the WWF and organising all the related governance sessions at the Forum.


In 2011-2012, six taskforces (around 400 contributors) have been working together under OECD leadership, to develop concrete, measurable and achievable “solutions” to foster good governance in the water sector. These solutions were gathered in a synthesis report, produced prior to Marseille and available at: Good Governance Synthesis Report

Preparatory Meeting - Improving water governance: Towards a community of leaders

The objective of the meeting was to create and consolidate a community of leaders for and beyond the 6th World Water Forum (WWF), held in Marseilles last March 2012. The meeting helped create a platform of key stakeholders in water governance to agree upon key messages/recommendations to be disseminated in Marseille, and engage in the   implementation of good governance targets designed as part of the 6th WWF preparatory process, within the CS1 Good Governance Group led and coordinated by OECD.
