1st expert workshop, Indicators of Regulatory Management Systems

This workshop offered an opportunity to take stock of the work on regulatory management indicators, discuss the results as well as highlight the contribution of indicators to policy making. It also offered an opportunity to discuss output and performance measurement issues and briefed participants on indicator methodology.


The OECD indicators of regulatory management systems serve to assess countries' regulatory quality practices. They can help to analyse regulatory governance performance and to diagnose success factors and priority areas for further reform. They contribute to a better understanding of what good regulatory governance is, and of the links between regulatory policies and outcomes such as economic performance.

 

 

This meeting was part of an annual series of expert meetings on Measuring Regulatory Performance. Other meetings have focussed on assessing the implementation of the 2012 Recommendation (Stockholm 2013), on measuring and reducing compliance costs (Berlin 2012), on developing a framework for measuring regulatory performance (Madrid 2011) and on the use of perception surveys (Istanbul 2010).

Session 1. An overview of the results

The interim draft results of the Regulatory Indicators for 2008 were presented and lessons learned from the data collection and peer-review process were discussed. The OECD Secretariat presented the findings for 2008 in comparison across countries and progress made over the last decade.

Peer review, clarification of methodological issues, weights, interpretation of questionnaire

 

This session discussed the outcome of the peer review process, focusing on technical issues such as weights as well as clarifications and modifications of questions resulting from the peer-review process.

Session 2. Methodological issues

During this session, a state-of-the-art methodology for constructing composite indicators was presented. The session offered an opportunity to discuss the potential for OECD indicators of regulatory management systems to comply with these standards, thus increasing their relevance for policy analysis.

Session 3. Impact of regulatory quality on economic performance

This session discussed some available evidence in terms of the links between quality regulation and economic performance.

Session 4. Country-specific output measurements/Perception surveys

Measuring satisfaction of stakeholders, citizens and businesses is key from a policy perspective. Countries have been proceeding with output measurements and perception surveys in the regulatory field, also in relation to ex post analysis. However, these efforts remain scattered from a cross national perspective. The session involved presentations on existing surveys and results.

Session 5. A broader OECD perspective

This session provided delegates with a broader perspective on OECD work to assess the progress made in regulatory reform. It offered an opportunity to present an overview of most recent developments in product market regulation in OECD countries as well as the role of methodological issues based on the recent update and revision of the OECD Product Market Regulation Indicators.

Session 6. Sharing perspectives on measuring regulatory quality  for cross-country comparisons

This session focussed on introducing and discussing existing approaches to assess regulatory quality from a cross-country perspective produced by other international fora. The session offered an opportunity to discuss future developments including the possible extension and relevance of indicators and dataset for broader engagement towards non-OECD countries.
